On May 8, the State Council Information Office held a regular briefing on the State Council’s policy on deepening the reform of "delegation, regulation, and service" in the field of intellectual property. He Zhimin, deputy director of the State Intellectual Property Office, introduced that the reform of decentralization, decentralization and services in the field of intellectual property is an important part of the overall deployment of the country’s decentralization and decentralization and services. The structure is a strong support for achieving high-quality development. During the "Thirteenth Five-Year Plan" period, the State Intellectual Property Office actively explored and acted actively, focusing on improving the level of public service facilitation and enhancing the sense of public access, and promoting the reform of "delegation, regulation, and service" in the field of intellectual property has achieved remarkable results.
One is to remove unreasonable obstacles and reduce institutional transaction costs. Relaxation of restrictions on the establishment of patent agencies and qualifications for agent examinations, implementation of notification and commitment reforms in the Free Trade Zone, reduction of the approval time for establishment of patent agencies from 20 working days to 5 working days, and an increase of 160% in the number of patent agencies to 3253 . Optimize the trademark fee structure, lower the patent fee reduction standard, simplify the business process, reduce and exempt patent and trademark fees by 47.17 billion yuan, and reduce more than 15 million patent and trademark application materials.
The second is to strengthen fair supervision and create a fair and orderly environment. Improve the level of legalization of intellectual property protection, strengthen the guidance of administrative enforcement of intellectual property rights, and focus on strengthening the guidance of typical cases. Resolutely crack down on malicious registration of trademarks and irregular patent applications, and maintain a good market order. In the past three years, more than 150,000 malicious squatting and hoarding trademark registration applications have been rejected, and 220,000 irregular patent applications have been confirmed.
The third is to improve service quality and accelerate the process of innovation and development. Continue to improve the quality and efficiency of intellectual property review, and the review cycle for trademarks, high-value patents, and other business processing cycles have been significantly reduced by more than one-third compared with the initial period of the "13th Five-Year Plan". Vigorously promote the "full-process network management" and promote remote trial. The electronic application rate of patents and trademarks increased by 7.4 and 28.9 percentage points respectively compared with the initial period of the 13th Five-Year Plan, reaching 98.8% and 98.0%. Intensify the opening up of basic data, open more than 52 million trademark data and 34 basic patent data for free, and strive to realize the openness.
